The rate is by weight and anenvelope with postcard inside is less than the minimum weight. Friends ofours, make it a habit to write on the entire postcard and then send it inan envelope because the postage is the same. i can confirm without doubt that a postcard from France to the US is4.40ff a lot more than a postcard from the US to France that's for sure...USPostage is cheap.
